Workspace owner eligibility

Record that you, the authenticated project owner, accept responsibility for owner-authorized canonical promotion. This is a self-attestation, not an identity verification: it does not change your identity-verification status, and on its own it does not satisfy the verified-identity requirement for recording an approval. No one can record this on another actor's behalf.

Administrator (internal development only)

Governed Approval Eligibility Foundation: an operator-bootstrapped project administrator can attest that a specific active human actor is eligible to perform a canonical patent approval, and can issue that actor the "patent candidate review" and "canonical state" authority scopes — the only actor type allowed to issue either scope. This is administrative approval eligibility, not identity verification: it never changes anyone's identity-verification status. Not production ready; disabled unless the server operator has explicitly enabled it.

Bring Your Own Key

Optional. Supply your own API key for a provider and your requests to that provider use your key directly — they never draw on the operator-funded usage cap.
